28. The provision to enable Consular protection to be withdrawn, if a person in class 3 resides continuously in

the interior of China is theoretically reasonable, but as

such a person while outside treaty limits is at no time en- -titled to claim more than the good offices of the Consul, the provision seems unnecessary.

I agree in the first paragraph of (b)/forfeiture of all rights to be recognised as a British subject, on failure to register, would be I think an unwarrantably

severe punishment, and so thought Sir E. Satow. Much water

will flow by the mill before this portion of the subject

comes within the scope of practical politics, but when once

a Chinese has formally renounced his Chinese nationality and

declared himself a British subject, he should not be tempted

to again revert to his Chinese allegiance, by the imposition

of conditions he may find it disadvantageous to observe.

I find myself as regards the attitude to be adopted in negotiating an agreement with the Chinese Govern-

-ment and the concessions we should be prepared to make

in agreement with Mr. Hurst and it is pleasant (though quite

explicable) to find that in the serene atmosphere of the Foreign Office Mr. Hurst views the rights of Chinese born in Hongkong in a more favourable spirit than do His Majesty's Minister at Peking and the Consuls who have all the hard

work of enforcing these rights.
